Project Experience Includes:

LOOP 375 BORDER HIGHWAY WEST EXTENSION PROJECT – TXDOT, EL PASO TX

Skyline provided Construction Management and Quality Management Systems review for this geotechnically diverse project. Loop 375 Border Highway West Extension Project in El Paso Texas begins at the East side of the City of El Paso near Coles/Paisano interchange and extends west to I-10 connection near Racetrack Drive. This 8-mile toll road project includes construction of a new four-lane controlled access toll facility that connects Loop 375 to US 85 and I-10 providing an alternative truck route. The project was originally designed as a raised grade highway principally consisting of bridges involving extensive crossovers and conflicts with 3 railroad companies involving multiple rail lines at various locations along the highway. Innovative design has eliminated over 60% of the bridges saving nearly $150M. The project construction became delayed due to the variability in the soils and depth of Bedrock variations.

CONSTRUCTION GUIDE FOR AQUATIC ORGANISMS – SAN DIMAS TECHNOLOGY AND DEVELOPMENT CENTER, SAN DIMAS, CA

Skyline is developing a National Construction Guide to assist in the design and construction inspection of fish passage structures. The project involves a multi-federal agency multi-discipline coordination effort to provide a construction guide for the major land management agencies in the United States and Alaska.

WSU, PHASE II & PHASE III CIRCULATION IMPROVEMENTS – VANCOUVER, WA

Skyline personnel led the civil design and construction management of many of the on-site and off-site infrastructure improvements for Phases II & III for this new 350-acre university campus. Circulation Improvements have included over three and one-half miles of new roadway including a fish passage stream crossing in Mill Creek involving a complex series of retaining structures and native revegetation to meet federal state a local permitting requirements.

HIGHWAY 211/224, PARK AVE. INTERSECTION IMPROVEMENTS – CITY OF ESTACADA, OR

Construction management and administration of intersection improvements to Highway 211/224 and Park Avenue widened the Highway for a new left turn and deceleration lane into Park Avenue. As part of an overall program of infrastructure improvements totaling $2 million, Skyline personnel performed construction management.

HIGHWAY 212/224 BEATIFICATION IMPROVEMENTS – CLACKAMAS CO., OR

Skyline personnel assisted with the completion of design review of this project and managed the construction of a beautification project for Clackamas County. The project is a major infrastructure improvement of the Highway between 95th and 135th Avenues, including in-ground storm drainage, curbs and gutter, new roadway edge, sidewalks, street lighting, and landscaping.

CONSTRUCTION MANAGEMENT FOREST HIGHWAY PROGRAM 1997-1998 IN OREGON

While at FHWA-WFLHD, Mike Edgerly managed all Forest Highway Project construction management and administration throughout Oregon. Senior Inspection personnel with Skyline were project engineers for specific projects in Yellowstone National Park, Alaska and Oregon. Mike was a certified contracting officer responsible for review and approval of all project documentation and approval of Change Orders. Total contract program averaged $16 million with an additional $3-6 million in Emergency Relief for Federally Owned Roads. During this time the construction team in Oregon received an award for excellence in ERFO Contract Administration from the Siuslaw National Forest.
