Southern Coastal Highway Improvement Project

Part A, May Pen to Williamsfield, Jamaica $188M

As Owners Representative, I was responsible for this 26 km Design/Build Project design and construction management review and approval process for NROC. I managed a team of design and construction Management staff to provide timely reviews of all project submittals.

My Construction Management team was responsible to ensure the Quality Management Processes were followed.

Doha North Construction Manager, Local Roads and Drainage Program, Doha Qatar, 2013, $ 300M

I managed a team of Construction Engineers, Site Utilities Engineers, Quality and Safety Managers providing Program Management for the construction administration for a Local Roads Program in Doha, Qatar. I managed a $250-300 M (US) construction program consisting of 6 projects constructing full infrastructure for the north area of Doha, Qatar. The infrastructure work consists of roads, signalization, utilities, waterline systems, sewer, drainage, public involvement. My direct responsibilities include managing the Construction Administration processes for a Project Management Consultant that is responsible to perform a full range of contract oversight including; claims analysis, claims avoidance, inspection, testing, certifications, review of progress payments and closeout and handover of successfully completed contract work.

Senior Principal Design Manager; Renton Stage 2 Design Build Project; WSDOT; Olympia, Washington; 1/2009, $105M

Managed a team of engineers and technicians completing the design for a $84 million Budget $105 M) design-build project. The project consisted of a new half-diamond interchange on I-405 at SR 515 (Talbot Road), improve access to the I-405 interchanges at SR 167 and SR 169, construct one additional lane on I-405 in each direction between SR 167 and SR 169, and reconstruct the Benson Road Bridge over I-405. Seven alternative technical proposals were completed providing $55 million in cost reductions, while providing a schedule reduction of 6 to 8 months. Mike coordinated with the estimators to successfully win this project

North South Highway PPP Project, Jamaica, $700M

The North South Highway Project provided a unique opportunity to work with the Jamaican Ministries and a Chinese International Design Build firm to build a world class, 4 lane interstate toll highway through Mountainous terrain. This 66 km highway involved mass grading combined with post tensioned slope stabilization, large complex soldier tieback retaining walls, bridges, interchanges and multiple maintenance and office buildings and toll facilities.

Independent Quality Manager (Resident Engineer); SR-92 Design Build Project; UDOT; Lehi, Utah; 2009-2013, $130M

Managing a team of professional engineers and construction management and materials testers that was responsible for providing Design and Construction review and acceptance for a Design Build highway project in Utah. As the Independent Quality Manager, I was responsible for all functions including total project oversight, review and approval for all design and construction work performed by the Design Builder and is considered the Engineer of Record.

The project consisted of reconstruction of an existing two-lane roadway to a 4 four signalized lane main alignment coupled with a set of independent commuter express lanes that provide quicker travel through the project corridor. The total project cost is $130 million dollars and includes 7 bridges involving both girder and box or buried rigid frame structures and an innovative Diverging Diamond Interchange and reconstruction of a two lane to a 5-lane controlled access roadway with an independent high speed controlled access facility. Claims and disputes with the contractor exceeded $25 million.

Senior Principal Manager; 11th Street Corridor Design-Build Project; District Department of Transportation; Washington, D.C.; Awarded 2008, $435M Budget

As the principal Manager, I was responsible to manage a team of engineers to deliver assigned segments of a preliminary design and RFP for the award of the innovation Design Build project to various budgets. Funding was unclear requiring our team to develop a new RFP that would allow for multiple options depending on the final budget.

This project creates continuity for a highly congested area southwest of the Capital in Washington, D.C., connecting major arterials with local roads involving complex bridge design over contaminated sections of the Anacostia River system.

  • Complex Stakeholder Coordination – Over 15 federal and state agencies involved in the design, permitting and approval.
  • 8 Lane Bridge Design with complex footing design over the Anacostia River.
  • 3 major interchange designs in a very congested metropolitan area (2 miles from the US Capital Building).
  • Mentored a team of 10 personnel to bring the project back on schedule.
