QAP – QA/QC/QM

Skyline can train client personnel or provide technicians or professional engineers on site to perform construction materials testing or inspections, contract management, document control.

Skyline can provide any level of services clients require in the development of a Quality Management Plan (QMP) meeting ISO 9000 standards for specific client needs. Skyline has on file, a cadre of QMP on file that can be developed for specific client needs or modify or audit existing plans supplied by the client.

Skyline can act as the clients Independent Quality Firm (IQF) and can provide a full ranges of Quality Management Services from CMT testing to contract management for any type of project. The IQF generally provides a Independent Quality Manager (IQM) who will be responsible for review of the plans for conformance with specifications and oversee the construction of the project including independent CMT, construction inspection, document control, and contract or change management.

The IQF can represent the owner or work directly for the owner and the contractor as a Senior Project Manager facilitating the collaboration for either design or construction or both. Having an IQF oversee the project from design through construction has worked very well in the industry as the IQM is focused on delivering a quality product meeting specifications. Claims are resolved quickly and timely.

Skyline has multiple senior IQM’s available to provide services to our clients full time or as a consultant, train and coach client staff. 

Skyline IQM staff have managed the following projects:

• Loop 375 Borderwest High Project, El Paso “$600M”
• SR-92, Lehi “$115M”
• North Doha Area Manager, Doha Qatar “$300M”
• Jamaica North South Highway, Jamaica “$700M”

The IQM is typically a licensed engineer and can be the “Engineer of Record” certifying the projects is designed and built and to the contract and client specifications.

• Develop a Quality Control Management Plan (QCMP)
  • Establish a systematic approach to define the processes, methods, procedures, and documentation for delivery of IQF on the Project
• The Supplier’s fabrication plant and products will be subject to IQF and OV inspection, sampling, and testing as part of the acceptance program.
• Fulfill all supplier QC duties and requirements for the applicable material’s established quality program specifications
• Verify daily fabrication processes and that materials delivered to the project site are in conformance with approved material submittals and specifications.
• Continuously track and record the quantities of materials incorporated into the Project
• Perform material sampling at locations and timing defined in the DB Guide Schedule
• May utilize Engineering Judgment to direct that an amount of acceptance testing greater than the required minimum be performed when deemed necessary. The IQFM must document any variations from the prescribed frequencies.
• Provide guidance and control of rework on non-conforming materials allowing non-conforming work to be left in place.

Skyline can supply an AASHTO approved CMT inspection and testing staff to perform all Quality acceptance testing. Skyline can develop an Independent Verification Testing (IVT) plan for the project. The IVT provides the minimum acceptable sampling and testing of all materials on the project. It is the IQM responsibility for insuring sampling and testing is completed in accordance with the approved IVT.

• Redline plans and specifications
• Closeout of all NCR’s
• Project Pointillists are completed and closed out
• Project documentation is complete and archived to client standards
• All Change orders are properly closed out

Skyline has completed complex heavy civil project in Jamaica’s acting as an IQM for NROCC including leading an effort to calibrate and ensure CMT testing labs met the contract standards.

Skyline is now in the process of constructing a new state-of-the-art AASHTO approved materials testing lab and facility in Kingston with two additional labs in Jamaica near Montego Bay and another in Portland. Skyline is preparing to construct portable labs that can be moved around the to provide on site AASHTO CMT services.

Skyline will ensure that adequate IQF staff is available meeting the needs of the contract. Skyline has the ability to bring along significant key personnel from the US to assist in all Quality Management work as needed.
